This was a biden strategy, one that I personally consider genious taking into consideration how usa politics work. Democracies (with its checks and balances) take time. Foreign interference counts on voter ignorance and impacience as a way to turn democracy against itself. Dictatorships are the one's who act on the will of central powers without going thru venting processes.

  42. For a democracy to exist, u need strong democratic institutions. Do u think china will allow these next door if it can manipulate it on the other direction? I say good luck with the dream! Of russia desintegrates, it's very possible that several authoritarian small regimes arise from it, not democracies. The bad news is if these enter conflicts with one another.
