  1. I would not be surprised if the very reason, or a primary reason, for the appointment of Surovikin was to lead this withdrawal from Kherson. It might be the Kremlin realised it would probably be necessary but would need someone to make that decision who could focus on it fully, hence Surovikin brought in 'to make the difficult decision'.

  2.  @kathylarson8876  such is how top levels of power work - lower levels can function without the top guy but the top guy is needed when lower levels need difficult decisions made. Russian forces fought the first part of the SMO Ok without a top leader.

Crimea is more at risk if Russia did not withdraw from Kherson, I think this is the reasoning they have expressed, because the next step for Ukraine would be to destroy the dam and that would divert the water away from the canal to Crimea. If they withdraw that leaves Ukraine no reason to destroy the dam (other than an act of atrocity).
