  1. Is it an actual shortage or is it a symptom of managers wanting to boast of more reports, more developers managed by them? Productivity might be going down among existing devs because employers are employing devs with less aptitude. If so then an effect of this would reasonably be spun as a need for more devs. But more devs means recruitment of lower aptitude devs and so the negative feedback loop continues. Result: quality of software regresses.
