To my inexpert thinking, the inaccuracy inevitable with a ballistic final stage, and inevitable danger to civilians of collateral near misses, might have meant Russia needed excuses to use 22/32 on large scale. By attacking civilian targets, the West played into Russia’s hands and gave optics narrative to allow Russia to use it on large scale. It is plentiful, been around since 60s, seeing first use in combat now, very hard to intercept, quite powerful against ground targets though designed to attack ships.
