  1. Putin’s explanation of troops outside Kiev being a ruse and that it unexpectedly worked with Ukraine, it could explain Boris’ response. It would make sense if Boris was advised that Kiev made a mistake falling for a ruse. (Russian ruse, forgive the pun.) Boris might have been sent to Kiev to quickly tell them it was a mistake to fall for it.
