Perhaps retaliation from Russia is no less expected, but Russia said they would target decision making centres if strikes are made inside Russia, so the attacks will come but only against decision makers responsible for such strikes. So if the decisions are from Ukraine, not involving NATO, NATO will not be target of retaliatory attacks, so NATO will not be concerned about them. Perhaps NATO is sure these strikes into Russia are only on decisions by Ukraine.
