  1. Yes, that's the distinction between a privateer and a pirate. However, a privateer from another nation is considered just another pirate by the target nation. The letter of marque only carries legal power in the issuing nation and any allied nations that choose to recognize it.

  6. In this context, a privateer would be if say Canada issued permits for Canadian carjackers to come to the US, steal cars, and then drive them north of the border to be sold/chop-shopped/whatever.
