  1. They had every reason to believe it was either stolen property or a sting trap aimed at them. In the first place they had a MORAL reason to return the goods to the owner, in the second place they had a rational reason NOT to fall in the trap laid for them. It was the GOOD thing. It was the SMART thing. There is nothing good about receiving stolen goods. There is nothing patriotic about falling prey to a government agency bent on filling a quota and "verifying" a narrative. I understand the notion of "might as well be hung for a wolf as for a sheep", but, in this case, they weren't actually hung (yet).

There remains one reason why they wouldn't be entitled to keep the weapons: On the assumption that this is NOT some awkward entrapment ploy by the BATF or some such, those guns were probably stolen from a government body at some point. If so, even if they have no legal incrimination for thinking they could keep them, they still can't actually keep them. And the suspicion that they are probably stolen goods, however far back in time, is a MORAL reason to report them or at least to not try to keep them. (From a standpoint of keeping one safe from prosecution, melting them down for the metal would probably be safer [our current bureaucracy can't handle the truth, and the less they know, the better for all concerned], but less moral.)

  5. My brother in the army in the 90s got originally issued a ringer, it was a much earlier Vietnam era model with the lands shot out of the barrel. He had a time convincing the officers that he wasn't just a lousy shot. Apparently, somebody switched the rifles to sell the new one.
