Almost every war movie from Hollywood makes the US the bad guy, and the few exceptions are science fiction movies or small indie moves by holdout patriots like Clint Eastwood. The support they are talking about is not CIA money, but allowing the movie to film military equipment/personnel/bases/ships/planes, etc.
