If you're talking about the most recent Biden administration proposal, it should not have been passed because it would have made the current state of affairs in which the administration undermines immigration law legal. In other words, because it would have made matters worse and involved anyone who voted a measure of responsibility for it being bad. I'm assuming you mean "border bill". If there was a bill about boarders, I don't know about that.
