Blacks started voting Democrat in the 1930s when Jim Crow and the Clan were in full swing. The south didn't turn Republican till the 90s, with Republican identification rising as racism ebbed. @user-pm2eu7rq4i "first of illegals cannot vote " In states without voter ID anyone can vote, and you can't tell the difference. This loophole has existed for long enough now that someone is taking advantage of it. If you don't know that you don't know human nature.
