  1.  @bearcountrypublishing5303  She's incarcerating criminals, not setting a new quota. Your comment doesn't make sense. What is GOOD about letting criminals out early, or not being able to incarcerate them, because of an infrastructure fail. The reason for the government to exist is to enforce the law.
