The GOP and NRA did not have access to the constitution, it takes either a supermajority of congress or a constitutional convention to amend it. The GOP did not have a supermajority of both houses in 2008, and since the constitution has been ratified there has never been a constitutional convention. Amendments can be added, amendments can even override previous amendments or articles, but nobody can edit amendments or articles after they are already in the constitution. Amendments are given sequential ordinal numbers starting with "first" and increasing. No future amendment will be called "second", we're already in the " 'teenths".
