No, he's reminding us of actual history where nothing was done to remedy the situation. He's reminding us of a historical failure mode. There have been 2 major hiatuses in NASA manned orbital access capability. Between the Apollo-Soyuz Test Project, and the first Shuttle flight, and between the last Shuttle flight and Crew Dragon 1. Don't tell us it can't happen. It HAS HAPPENED. Now, it MAY NOT, but his cautionary reminder is well taken.
