  1. The transition period is a good barometer of corruption in a given government. The longer a political party takes to transfer power to another party the more time the losers need to gather all the evidence of corruption the winning party would use against them. The shorter the transition of power indicates there was very little to no corruption requiring little time and little need to get rid of evidence.
