The market as de-regulated by Congress at the urgency of Ronald Reagan, now dead, and his republicans at the time, permits producers to sell commodities regardless of their content or effects on human beings, a job that used to be the responsibility and mission of the FDA, before Reagan was president, to test and decide if the product should sell.
Retailers of the drug sell the drug with the purpose of staying in business, to anyone with money (credit) in their pocket willing to buy the drug, even if that individuals is a minor regardless of their skin color.
Reagan was president 42 years ago, the children born in that time are middle aged and many of them had kids in their 20s that the sociological impact of the drug has its effect on users for two generations already. America has roughly 160 million 40 year olds of 332 million people, of that roughly 80 million in the 20s.
Its safe to say around 50 million are brain damaged products of the Republican Revolution led by Reagan, correlate this with the latest report card on education and the rise of crime in the US the legacy of the Reagan era is grim but since he is dead there is no one else to blame or pay the consequences except the Congress of today for not re-regulating the market and forcing producers out of business for producing a brain damaging product.
