Water harvesting is common sense as long as harvesting is not classified as against code by the government.
If the government is against water harvesting its zoned out. Basically, the mindset, rules and regs of government officials do not consider water as a universal tool.
Water is property because the land underneath water is soil and land is property. There are different kinds of property. State, government, private, and public property, four forms in all with four sets of laws, language and customs and practices that regulate water into these restrictive four categories and nothing else. Water harvesting does no fit into any of them is, therefore, excluded and the universality of water as a tool for humanity, cancelled, put off for another day amidst conditions worsening.
The sociological change has to occur with a universal movement for water to become a universal property belonging to everyone, and this begins at home and in society.
