  1. The liberals in government and the conservatives administrate the soil in the form of water and land to collect a surplus value in the form of rent and taxes. There is no surplus value production in the relation the anchor-outs have with the body of water they have an affinity toward. The soil, and water is soil, as it is also land, is not a means to ends that can result in incomes in the form of rent or taxes because in the anchor-out relation the soil, water, land, are use-values and life-giving entities. Soil in a purely commercial society relates to things as a relation of things, are alienable objects, bought and sold to capture rents and taxes.
