  1. Get active in the local government committees and influence the choices they make as to who should occupy important decision-making offices. Currently the committees are filled with people who choose people from their party to manage a lower level bureaucracies that you end up with stagnation.

Problem solved because Missouri does not have a real estate oligarchy usurping land through a corrupt government like New York and and California have. NYC oligarchy is the quiet almost silent dominant force in city government. I think the corruption you accurately criticize cannot be rooted out until the Real Estate Oligarchy of NYC under strict and very tight legislation. City Council makes no legislation constricting the real estate oligarchy of NYC of its expansion and consequent usurpation of land the city can use to build housing. Who are that oligarchy? Trump the most visible oligarch is a part of that NYC oligarchy. Oligarchs push up real estate values that only the very rich can afford. Part of that oligarchy that is not visible but quietly active is the Catholic Archdiocese of NYC, NYU, Columbia University. These are large scale landowners, which by the way, own huge tracts of land outside of NYC in the mid-West except Missouri, is curious but explainable. The origins of that oligarchy date back to Civil War when merchant bankers made money on the sale of cotton financing slave holders in the South. Wall Street finances oligarchs with the capital provided by federal bail outs as in the Great Recession of 2007. I think I made my point.
