  5. With LPG if it’s liquid, then the ambient temperature is irrelevant. The liquid form does not expand or contract significantly. However, the pressure would vary a lot, so the tank needs to handle the maximum possible pressure. For hydrogen, it’s not a liquid, so the amount of charge would vary depending on the temperature if you are keeping the pressure constant. But then if you fill the tank while it’s cold, then let the cart sit until it’s warm, The tank might explode. Therefore it would be prudent to fill up to a lower pressure when it’s cold. But they might also just not ever fill the tank enough to exceed the maximum pressure tolerated by the tank even if it’s filled while it’s cold out, then wait until it’s hot out. Or, they could install a pressure release valve.
