  20.  @almirria6753 , Public schools don’t receive any federal funds? I bet they do. And I bet if they fail to follow federal mandates, they won’t. They’re free to choose what they do, but there will be consequences. If they’re OK with those consequences, fine. But my guess is that they want the money and are willing to do whatever it takes to get it.
