These homeless folk don't need to sit outside somewhere you're going to eat, its done on purpose as a business venture making the ordinary people feel guilty about eating a hot meal while theyre laid in the cold and dark, you wouldnt want one outside your front door would you, if l was homeless l would find a better covered area to sleep in and one that wouldnt have the filth shining torches on me at 3 in the morning.
