In fact, trump rarely jokes - he doesn't seem to have much of a sense of humour. When he drops those ridiculous, nonsensical and/or offensive statements (not sure statements is the right word here, but let's go with that) he is constantly testing the courage and integrity of those around him, particularly other republicans and the press. Whenever they let him get away with it, justify and defend him, make up excuses for him like you do, he knows he's pushed the boundaries a little bit further.
