I don't know how Zelensky would have broken the Budapest memorandum by recognising Kosovo, that literally makes no sense. Scotland is a nation in the UK that does have a strong independence movement, and I'm sure that once it does manage to achieve and declare independence, it will be recognised. Same with Wales.
