  1. My (very amateurish) take is somewhat different. The Soviets did NOT have enough force to conduct two successful offenses, and the Germans also saw things that way. They figured the Soviets could launch ONE offensive, which they expected to come in the Rzhev salient, and they prepared for that, which is why the Soviets had a hard time there. They did NOT makes such thorough preparations in the South, and thus were unprepared for the masterful encirclement of Stalingrad. (Which I consider the single most important Allied victory of the whole war.)
