The USSR was initially ahead of the US in many fields of technological development in 1970-1980s, but that edge was lost when its economy stagnated.
The case of technological stagnation of late Imperial China is a case of the lacking any competition for almost an entire century.
As a proverb from the Chinese Warring States period described: “If a nation lacks a strong adversary aboard, and lacks motivation domestically, the state is at risk of dying.”
The Qing initially was very interested in western technology. At its founding, it acquired military technology from Dutch missionaries. They also brought some mathematical and medical advancements from the west, however after the Qing empire destroyed the Dzungar khanate in the frontiers, and defeated he advance of the Russian empire into outer Manchuria. China lacked any creditable military threat.
Moreover, because Chinese produces are highly desirable and the edge of industrialization has yet to overpower China’s vast population’s traditional means of production, China has zero economic competition either.
So there were zero incentives for adopting western technologies or institutions for a century. You can’t just go to the emperor and ask to expand the military budget just because a country in Europe made better rifles. Not until the Europeans start attacking China at least.
Neither of these problems exist for modern China, so do explain why Chinese technology won’t advance?

@garlottos One of the major problems faced by the early pyramid builders was the need to move huge quantities of stone. The Twelfth Dynasty tomb of Djehutihotep has an illustration of 172 men pulling an alabaster statue of him on a sledge. The statue is estimated to weigh 60 tons and Denys Stocks estimated that 45 workers would be required to start moving a 16,300 kg (35,900 lb; 16.3 t) lubricated block, or eight workers to move a 2,750 kg (6,060 lb; 2.75 t) block.[2] Dr. R. H. G. Parry[3] has suggested a method for rolling the stones, using a cradle-like machine that had been excavated in various new kingdom temples. Four of those objects could be fitted around a block so it could be rolled easily. Experiments done by the Obayashi Corporation, with concrete blocks 0.8 metres (2 ft 7 in) square by 1.6 metres (5 ft 3 in) long and weighing 2.5 tonnes (2,500 kg; 5,500 lb), showed how 18 men could drag the block over a 1-in-4 incline ramp, at a rate of 18 metres per minute (1 ft/s). This idea was previously described by John Bush in 1977,[4] and is mentioned in the Closing Remarks section of Parry's book. Vitruvius in De architectura[5] described a similar method for moving irregular weights. It is still not known whether the Egyptians used this method but the experiments indicate it could have worked using stones of this size. Egyptologists generally accept this for the 2.5 ton blocks mostly used but do not agree over the methods used for the 15+ ton and several 70 to 80 ton blocks.

“Ever since China unified, there has been regions which it’s power has not yet reached, and which there were unassimilated peoples. This they were named barbarians. Three generations ago there were the Miao, Chu, Xian peoples. Which inhabited modern provinces of Hunan, Hubei and Shanxi. However today, are they called barbarians? During the height of the Han, Tang and Song, the Rong and You peoples harassed the northern borders, and could not be conquered. Thus became boundaries of China. Where as when my dynasty entered the middle earth(another term for China, as it was considered center of the world), and became the ruler of all under heaven, we have added even the Mongols and other furthest tribes to the map of China. It is us who expanded China’s borders the furthest, thus be grateful should all Chinese be, why is there still distinction between Chinese and barbarians?”
Yeah looks like the Qing got pretty pissed after many Chinese stopped calling others barbarians, but still called Manchus, who expanded China’s borders, barbarians.
