Technically, the weeds should be mulched in place. The soil retains more water. Hydrated vegetatian burns slower. Less mudslides with more root growth, etc.

Orange county largely became more developed in the 1980s and 1990s. Guess why.

@richardeinheuser5529 the Southern California water district is made up of Los Angeles, Orange, San Diego, Riverside, San Bernardino, and Ventura. Ultimately, the Mayor calls the shots within Los Angeles city limits. The most effected areas were in Los Angeles.

@bobkozalov-1243 no it doesn't when it's on the ground. It burns much slower. And holds any water that might get dropped on it from the air. It evaporates faster when on dry stems in the face of a fire. Removing the brush also depletes the soil making it dryer and dustier. It takes a few years to build a top soil that will hold onto moisture. Different less combustible vegetation will begin to grow. The mulch also prevents over growth because it deprives seedlings of sunlight when done annually. Fire fighters use the fire breaks as access roads too. But when they're barren they erode faster developing deep cuts and groves that can make it difficult to travel over. It's the simplest least costly and least damaging solution. Weed clearance equipment already exists that can do that. They're called Flailing mowers

@bobkozalov-1243 they had record rains last winter. No it's not a drought. Why would they let "surplus" water into the ocean if it was a drought. I'm in Los Angeles btw.

And the water comes from flying water tankers and helicopters. mulch holds water better than dry brush. And It burns slower, If at all. It's too close to the ground. And the military already has mine flails used to clear tank mines. They can cover lots of ground
