The US has gotten the closest to representing everyone because every individual in the US, even a non citizen, is granted basic protections under the Bill of (inalienable) Rights: The inalienable Right to Equal Representation and Protection under the Law, the inalienable right to have Freedom of Information and Freedom of Expression, inalienable Human Rights protection with dignity, and the inalienable right to self determination without limits to their individual human potential.
