Simple. Government's finances are not exactly as loaded as before. It fears that if it helps one distressed sector, there would be an avalanche of citizens wanting the same assistance. Which basically means that the poor buyers are on their own devices.

Better way is to dump garbage down that hole up to about 20 feet below the surface. Then fill the garbage with rocks, gravel and sand, so that no trace of the sinkhole exists.
