  18. Hindi obligado ang gobyerno na bigyan ng budget ang OVP para dumuplika sa trabaho ng ibang line agencies. Sa ilalim ng Constitution, walang trabaho ang VP kundi spare tire lang. Budget for salaries at MOOE lang ang dapat ang budget nya. Courtesy na lang yung pagbibigay ng budget sa kanya na lampas sa dapat niyang matanggap. Kung gusto ng Congress na alisin yun kung hindi ginagamit ng maayos, it can as it holds the power of the purse. Ibinigay ng Constitution ang power na yan sa Congress as part of checks and balance. Kung gusto ni sara na ibigay yung budget na hinihingi nya (na hindi naman talaga siya entitled), she should cooperate and answer the questions. Hindi confrontational.

Kung ibigay ba ng Congress ang hinihinging budget ng OVP, matutulungan lahat ng lumalapit? Kung oo, ibigay na lang ang buong national budget sa OVP.

She can't always expect to ask her underlings to speak for her. If she's having difficulty articulating her point, she should learn and improve herself. Lack of time is no excuse.
