  1. We do not know the details of the situation yet so it's difficult to ascertain who is right or who is wrong. But withdrawing money from a bank account that isn't yours--even if its your relative's--requires some procedures.

  2. Sounds like China is imposing additional redundant requirements not to keep the integrity of their banking system, but to discourage moneyed citizens from fleeing with their money elsewhere.
