Same spin they did by redefining the standards with the so-called "flexible employment" to hide their real unemployment/under-employment figure. What private business will plunk down good money when they've been burned several times before by the CCP's arbitrary and heavy-handed treatment that suffocates businesses through nonsensical policies? Encourage private businesses? Yeah, right.
