  1. China already owns Cambodia. All those new buildings housing casinos in Sihanoukville and elsewhere were built and owned by Chinese who have built their own enclave.

  3. They already have a naval base in Sri Lanka, and had just displaced India in Maldives. They want to turn Cambodia into a satellite state.

  4. The Chinese company that got the contract must be acting as a dummy hence it wasn't moving as it should. Delay the project to bloat the cost due to slippage/overruns.
