Another reason could be that a recession is expected to hit EU next year where inflation and unemployment is rising. Consumers have less disposable incomes and/or cutting back on expenses. Required inventories are just enough to tide them over until economies recover. Export-dependent countries will definitely feel the pinch because even if you relocate your factories outside of China, demand will lag.
