  2. The inspectors themselves rarely do site inspections. They just go to the site, walk around randomly, make some perfunctory remarks, talk with the contractors, then go home--with an envelope full of money.

  3. Pre-selling system. Homebuyers are required to pay first before construction begins. They have basically no say on the quality of houses that they will get because all they see is the scale model of the units the developer is offering.

  5. It's not more expensive that what it costs elsewhere. They just want to make more money so they scrimp on materials like the rebar and cement. Below specifications. Gravel must be the problem in China. In all of their tofu-dreg infrastructures, I don't see rocks/gravel in the "concrete". It's mostly sand, soil, very little cement and below-standard steel. No wonder it doesn't last long.

Tofu-dreg will be always tofu-dreg. Those corrupt local officials obviously got their cut from the equally-corrupt contractors. "We will make sure that all counties will be removed from poverty list", so said Xi. Yeah, by housing them in buildings that may bury them alive on the next earthquake. That's Winnie the pooh's anti-poverty strategy. After all, if you're dead, you no longer are poor, right?
