  2. To be fair, their civil and structural engineers may be relatively good in designing infrastructures. The problem lies with the contractors who actually build the infra. Cutting corners and shoddy work is a standard in China. Worse, the government tolerates it.

Winnie and his gang, however, cracked down on English teaching deeming it as "dirty" Western influence.
