  4. I don't think they really mean to put those debtors in jail. More likely, they will only put to jail those who used fraud or those who have to intention to repay their debt. The threat to jail is a psychological pressure for the rest to pay up or to come to some arrangement about long-term repayment. You can't squeeze blood out of a stone.
