The reason why they are making the parents sign a set of conditions before allowing them, such as no showing of the bodies, and immediate cremation. The government obviously fear backlash due to people's anger over the mishandling of this issue.

  2. Even authoritarian regimes can feel it in the air that their citizens can only take so much misery before all hell breaks loose. Fearing the dead is paranoia. One can only symphatize with that lowly bureaucrat in the first video reasoning out with the grieving parents. He was obviously sent by his superiors to take the heat. I will not be surprised if he becomes the escape goat in the name of "justice".
