  3. It's their choice. But after getting pampered in China, they are more likely become more sympathetic to China. It's China's way of winning support among countries. China can use its clout in BRI to get those scholars key positions in their countries that may come in handy in the future. Imagine if those graduates become important government officials in their respective countries. China really plans ahead.
