  1. Looks like the police all of a sudden became strict in law enforcement. Coming after reports that many civil servants are not being paid salaries for months now, this must be a scheme (with implicit approval of higher-ups) to "crowdsource" their salaries. I'm certain those fines they extorted, i mean collected, from violators are off-the-books, if you get the drift. Every limited amount helps.
