  1. They need money to import goods they need. IMF is their last resort since no one will lend them any as they are too risky for defaulting. You borrow, politicians may steal the money. If you don't borrow, no imports. And they will still be paying for their previous debts. They have few options but bite the bullet.

  2. Before lending you any money, a bank will conduct a due diligence as to your credit-worthiness. If it decides that you have the capacity to pay, then you will be given a loan, the terms and conditions of which will be spelled out in the fine print. As long as you are paying your due diligently, the bank will not care if you're a gambler or a spendthrift. But if you are, the bank will just impose more stringent conditions because the bottomline for them is to be paid back.
