Nobody was building any base nor garrisons in SCS--until China did. For centuries, the SCS was a peaceful common fishing ground among countries bordering it--until China began provoking with its ridiculous claim. The US, Australia, Japan, and other powers were just passersby there--until China started restricting them. China believes that it still has a lot of leverage to force countries to bend to its will.

So goes with the so-called "Ten-Dash Line". No other country respects nor recognizes that absurdity.

Their building of man-made islands/fortress telegraph their intent to close SCS to international traffic in the near future. That act alone will invite consequences as it will be tantamount to a blockade, an act of war under international law. No country will allow a bully to take defacto possesion of such a vital waterway like it was its own backyard.

Now you're going into semantics, bringing the "if-this-is-true, then this-is-also-true with" argument to deflect and muddle the issue. The Philippines never claim sovereignty over Scarborough but "sovereign rights". You're the one who is confused. Philippine government recognizes that area as common fishing ground for countries in that region. It was China's illegal act of restricting others into exercising their rights that triggered this issue. That area was peaceful until China began bullying everybody. And please don't inject outside issues. The issue here is China's greed and arrogance. If you want to talk about the Malvinas or others, make a memo and submit your case to the UN. Even if Malvinas belongs to Argentina, it still did not make your argument about Scarborough any more right.
