  3. It's what they call, "gray zone". Provocations that fall short of an incident considered as a casus belli. Nobody wants to be seen as the party who fired the first short (even if warranted) as it might be tagged as the aggressor before the international community. These are acts of dangerous brinkmanship.

You mentioned 'Chinese shipping', Finland and it's allies can hit back by sending help or warships to pass through the South China Sea under "freedom of navigation" and watch China steam under the collar. It's a perfectly-calibrated tit-for-tat. "You messed me in my waters. I can f**k you up as well". Expect China to say that 'you violated Chinese sovereignty". 😂😂😂
