The most notorious dictatorships like Nazi Germany, Fascist Italy, Stalinist Russia, among others, successfully used propaganda and public relations to "sell" their country abroad. That's why the state's propaganda department has always been one of the well-funded apparatus of a government. Even North Korea invests a lot in making Kim Jong Un look like a quintessential leader.
