  1. The level of paranoia the CCP has towards their own citizens (especially foreigners) results to these ridiculous procedures inconveniencing everybody with marginal gains as far as safety and security is concerned.

  3. It presumes that the customer is a fugitive, a terrorist, a spy, a criminal, or just a dirty foreigner. Imagine being forced to wait inside that cage outdoors in full view of the public while they verify your identity? It's so degrading.
