Germany is not even allowed to have a large army size, nuclear, chemical or biological weapons due to the 4+2 treaty. That treaty was done with the USSR, which would only be invalid if Russia goes to war with Nato but it would be to late at that point.

@robertharper3754 This is not how this works, first Russia took over as the successor of the USSR therefore all treaties with the USSR remained valid and second if Germany doesnt fulfill the treaty guess what, Russia has claim on east Germany.

@richardgray3112 Yes but maybe Ukraine could have bluffed Moscow by telling them they are able to launch them anyway and Moscow would have to bet on it and take the risk.
