Wrong, it existed before the USSR even existed for a year or so between 1917-1918.
During World War I, Ukrainians fought in the armies of Austria-Hungary and Russia. The war led to the collapse of both empires. In February 1917 a revolution swept away the tsar. A week later, a body presided over by Hrushevsky, named after the Cossack model the Central Rada, met in Kiev and in June demanded autonomy for the Ukraine. During 1917 an agrarian revolution took place in Ukraine and the peasants seized the lands of the nobility. In October, the Bolsheviks seized power, installed a Soviet government in Kharkiv, and prepared to conquer Kiev. Then, on January 12, 1918, the Rada proclaimed the independence of the Ukrainian People's Republic.
