Germany just decided to improve it's social prosperity instead of it's military, most of the money went into social institutes instead of new military tech and it was the right decision for that time, and still would be in the present if there would not exist states with imperialism expectations, the US is walking the opposite walk, instead of investing into it's population, they invest into their military.
