  5. Do mechanics have to have any certification from the State, etc..so the Public is protected from scams and incompetence? These quick lubes places are minimum wage workers that most time know nothing about vehicle maintenance and operations. They specialize in upselling filters, etc. you many not need and repairs they are incapable of doing, professionally. Just shows that politicians care less about the safety of the public.
