  1. Putler can build all the new and fancy weapons he wants. They'll sit in the yards until he finds people to run them, which judging by his current track record won't happen anytime soon. It's one thing to teach a recruit to shoot straight and survive in trenches but it's an entirely different thing to train someone to operate high-tech weapons. That takes months or even years.
